No. I'm running Win8 and Shutdown always works for this... but sometimes it takes more than one. Shutdown does everything a restart does, and then some (like removing power to the busses and clearing RAM). Restart is inferior.
And sometimes it won't fix until I install some pending Windows updates.
And lately, I've noticed the tooltips don't work with the ALT key until I mouseover the window.
