I'm seeing posts on her Alla page that she will gate under 20%, and that she drops several spells. No mention of Enrage, just that she runs at low health. I think the Kunark spell drops are intentional because the original devs realized they were so essential to gameplay and some of them were so ridiculously rare most players would never see them if they weren't made to be more common.
