Looks like dragon fear has casting message... breath doesn't. Notice cast notification then fear.... then no cast notification and a breath.

So.. that charm is looking like it is in fact casted and not proc'd. I bolded some melee to disprove that its not that he ran really far away or something to not see the breath cast message.
However! During that whole log? Not a SINGLE dragon charm from talendor.
