I'm wondering if this was true:
Dragons could melee while casting a breath and dragon charm was an on hit ability? I am pretty sure I've seen logs where the proc shows a resist above the hit.
Shrug. I care more about endurance working 8).
Edit: One more good question. Should dragon charm indeed be a proc? And should they continue to proc it if they already have someone charmed and just take a new target? I think NPCs could charm multiple people. Again.. shrug due to above endurance concern
