If guild size limits were imposed then they would just be raiding together under a different tag. IB/TMO would have all of the choice members they want under the official tags, everyone else would be left to the secondary tag. They'd cooperatively raid for a few weeks until the secondary tagged people realized they were getting shafted and couldn't actually hack it in C class without the choice members from the other half, get dropped down to R, and the whole thing becomes an even bigger clusterfuck because the former C class mentality gets shoved down into the R class raid scene.

Which is exactly why the system they put in place will never work as intended. It took less than a few months of Class C before 3 guilds turned into 2 in a merger. If a class R guild stepped up to C, there might be some competition for a couple months, but there will be a ton of clusterfuckery in the process, many, many petitions and bullshit and in the end the new guild will merge with whichever it despises least, TMO or IB. Class C playstyle can't support more than two guilds and those are the only two guilds that can survive that atmosphere, since there's no way another guild could get established when going against 2 guilds who had 3 years head start.
