I honestly don't know where to get or how to set up a new UI.
If you aren't joking, here's a brief tutorial.

Replacing your UI is quite simple.

http://www.project1999.org/files/veliousuiv3.zip <--Velious UI

-Download that zip file to somewhere.
-Extract it.
-You should now have a folder named veliousuiv3, with 286 files in it.
-Copy that folder.
-Browse to your \Everquest install folder.
-Browse to \Everquest\uifiles\
-Paste the veliousuiv3 folder in this location.

So, now you should have \everquest\uifiles\veliousuiv3

-In game, you can choose this UI by holding the ALT+O key combination. This will bring up Options.
-Choose Load UI Skin
-Select veliousuiv3 from the list (note: select 'Keep your Layout' to retain your window placement)
-Load Skin

To create an additional chat window:
-Right click on the top border of your main chat window.
-Choose New Chat Window
-Resize, move around to your liking

If you don't want the Velious UI, Savok made a detailed thread here for other options:
