Before lvl 50+ when Iksar regen really takes off the difference is not that noticeable. However, after 50 it is HUGE. You end up losing 2-3x more hp per tick as a non-iksar, so by the time you'll likely end up regretting not making an Iksar, you've invested a huge chunk of time into the char.
That said, playing a non-iksar is totally viable, you'll just be less efficient. You'll be able to kill less things, but you'll also only have a 10% exp penalty instead of a 32% exp penalty, so it will take longer to level as an Iksar.
Play what you want. In the end it is a game and regen is just regen. You have plenty of spells to heal yourself with - it's not like you're playing a melee =P.
