Charm coupled with haste + slow + AOE stuns / Mez make Enchanters capable of soloing extremely tough mobs (that can drop really good equipment to sell for tons of plat) that most other classes simply would not be able to solo. This is enchanter power.
The regeneration for an Iksar Necromancer is extremely powerful (Powerful enough that I started a second necromancer after kunark) because of Lich. Gnome would be the second choice because of being able to see through walls and some utility with tinkered items. The clicky staff from VP coupled with Holgresh beads / plenty of stalking probes can overcome a lot of the regeneration bonus an Iksar gets. As long as you aren't using a pet.

For a lvl 40 necro, try charming in Kaesora near the Xalgoz house. Pretty easy to use numb the dead to get single pulls and with a CoS to break charm and the undead only root + undead nukes you can do this very mana efficiently (the zone also has a fantastic ZEM). You don't have a long duration root at this point but the mobs don't hit incredibly hard, there aren't any pathers if you're in the right spot so it's really easy to reset agro with FD and there is very little competition (just the occasional person camping Xalg for HS keys).
For Druid race, seriously consider skipping halfling and going any other druid race that worships Tunare.

4 second cast clicky root available in Velious. Very very powerful tool since it allows you to have a mana free root available at all times with a relatively fast cast time and it frees up a spell gem. Halflings don't get anything to match this and that 5% xp bonus doesn't matter at 60.
If you plan to only use your druid as a port bot later and not take it to 60, then that doesn't matter as much.
