op has a good point but it comes down to a bunch of kids being butthurt over elf quest and over recruit in order to secure safe victory, it's been seen before and it's an endless loop of fail
only way to get around this is to somehow have gm's enforcing guild size, and i don't see how that would even be a possiblity
