My understanding of the Staff drop was that revenants started dropping it in Hate B. Beyond the scope of this server. I feel like I did research on this when I thought the same thing you did and I found it was only dropped by Magi.
During Velious only Magi dropped it. And Magi is a long respawn with PHers and variance.
The pet makes a mage with one vastly superior to a mage without one. No other amount of gear can make up for this fact. Even FT2-3. (since we won't have other foci on this server).
