I mean, I can only imagine guilds have quite a few of them just lying around. Do they hold on to them out of greed? I feel like every 50+ player on the server should have access to an epic just from what guilds are holding on to..

this is false. the rarer epic items get used up right away. using the warrior epic as an example --
severilous spawns about once a week. that's 52 severilouses a year. he doesn't drop the green dragon scale every time (i'm not sure of the exact drop rate but lets call it 2/3 of the time)... that's only about 35 green dragon scales per year. that means only 35 warriors per year can complete their epic.
there are a lot more than 35 level 50+ warriors on P99.
