Sound is enabled by default after installing the game so we'll have to look into our other variables as you've not given us much information
Do you have sound working outside the game?
If yes, once you have EQ running you should look at the system tray for the volume icon and right-click it and choose Volume Mixer. This lets you change volume on a per-application basis, choose Everquest and raise the volume
Once you're in-game, hit Alt+O and then sound, make sure the volume sliders are turned up
