Leaving aside the other (excellent) points about how not "everyone boxed", there's a more important point you're missing: no one
free boxed back in the day.
If you wanted to box back in the day you had to pay extra for a special DSL/cable/ISDN line, and you had to pay for multiple accounts and multiple computers to play them on. That cost a significant chunk of change.
With Project 1999 though a modern computer, with a standard (no longer super expensive) DSL/cable line can run 6 "boxes" all from a single box. And if boxing was allowed all 6 accounts would be free. That's nothing like it was in '99, when boxing was extremely limited just becaus of the cost.
