Your best bet would be to park your character in zone, asking every now and then in /ooc if anyone is running "Forager cycle"... aka the name of the spawn cycle that your named mob (Hangman) appears. You'll stand a much better chance of getting your Noose if you're in direct contact with the guys who are killing his PH over and over.

It's unlikely you will get a response here while someone is actively pulling mobs/nameds on that spawn cycle. And it's even more unlikely you would be able to respond to a PM / make your way over to the corpse before the corpse poofed.

edit: And don't give up too quickly, you may need to sit around for a few hours -- over the course of a couple sessions -- before you hear of a Hangman spawn. Not every group running Forager cycle is guaranteed to spawn him... (obviously). And some people only run that cycle to get their Sebilis key done (Forager is a mob you need to complete the key).
