He's afraid to look. He's so set in his mind that if information isn't from a pre-existing anti-government conspiracy nut, he won't even acknowledge it's existence.
He's also lazy. He speaks as if he has authority and yet he has done none of this research on his own, yet given the opportunity he refuses to do so.
