I thought so, but it seems like they kinda hit a wall over there. A lot of the quest lines and things can't be tested because they require raid loots, and it seems like they are tuning each raid encounter at a pretty slow pace atm.
Say what you want about Nihilum, but we had weekly Velious test raids scheduled that was furthering that progress and those are gone. Really doubt Azrael is going to put time into testing the game for us all to enjoy.

Now there will be 3 major guilds and allies contesting for Velious mobs, instead of one. Seems like a more than fair trade off.
