Don't need to be level appropriate, just mobs that grant experience. Also, make rarity a piece. The drop rate for a guise could be less than one percent chance for each time the random loot code goes off. During the Kunark launch, I soloed in BB with a twinked bard and grabbed two diamonds, a froggy crown, and a bunch of random low level gear off of 100+ kills. I would make the drop rate about 1% chance of getting a random item and then scale the items based on value. Maybe a 10% chance of a peridot dropping and a .01% of a Guise or Thex dagger.
I made it to 50 on Red and had like 200 plat in the bank, was missing multiple spells in my spellbook because I didn't buy them and had like 2 items from upper guk outside of cloth, quested gear, and donations.
On blue at 50 I was decked out in decent gear and had thousands in the bank.
Tossing a random 20's a tranix crown would do wonders for the server economy. It isn't an "appropriate" idea, but the server has a dead economy outside EOE's, Gobby earrings, and high end items. More plat in the hands of lower levels will create more of a market for low to mid items and help the economic engine come alive.
