The first two things I looked for was the tax brackets (25% rather than 30% when filing single, probably much less if he has dependents like kids as your story), and food stamp guidelines which seem to suggest you need to have a social security number and not be an illegal immigrant.

Nice fairy tale if you're just looking for something easily digestible and congruent with existing beliefs though, so you get points for that.
