I have the same issue on a regular basis. My bar is at 100% and I have lower ping than you 70ms while experiencing the same server lag issue. I have noticed that it appears to be worse in dungeons. Often you will see a one to two second lag most noticeable if your a casters because your spell bar will not refresh in time. When it gets really bad its 4 or so seconds delay, which makes game play very difficult. Several other players I have spoken with experience the same issue as well. Your not the only one.
