You are not understanding why the duration hasn't been changed to 15 minutes.

The spdat on the Velious CD would have been serveral months old by the time Velious came out. It probably should be changed. Especially considering that comment that it was 15 minutes or so in oct 2000. It's possible it's been 15 minutes since Kunark went live. The Kunark cd spdat was highly inaccurate.
