@Dullah: Annul/nullify/cancel always tried top down. I cannot comment on enchanter dispels. Luckily I think all of these buffs retained their strength on live and we could try this on eqlive to confirm.
@Haynar: killed Phinny here and observed before, appeared to only do a single top down which is incorrect per logs I posted.
