You mean fail by sometimes it gets 2 buffs, sometimes more or none? That's based on the strength of the debuff/buff it is trying to remove.

Also: If you are going for the gusto... Inny/Phini should have random buff removals instead of top down. Still trying to find those screen shots of those fights proving a random order... I have posted them here before.
Pretty sure all dispels were random. Dispels were 1-4 casts of cancel magic with 1-9 random counters per depending on the level of the spell.

So basically a spell like strip enchantment (4x cancel magic @ 1 counter each) hit 4 different buffs with 1 counters. If all 4 charges hit different spells, it would most likely only take off a clicky or a low level buff. That was the benefit of using Pillage or Recant, they'd have a much higher chance of removing higher level buffs.

At this point, even if we didn't have the randomness factor, not being able to 1 shot pumice (nullify magic (2x4)) a Symbol of Marzin etc would be a huge upgrade to the current system.

The problem with this system is we dont know how many counters each buff should actually have. It could be assumed that level 60 spells would require < 9 counters as the highest enchanter dispel should remove 4 buffs every time (Recant). If you made buffs scale with level from 1 counter @ level 1-4 up to 8 counters @ lvl 56-60, I'd think that would be pretty close to the way its supposed to be.
