If anyone hasn't figured it out yet, Hokuten was created to get more warm bodies because the old Azrael members got their crowns of retirement and retired. Now they need these warm bodies to get more crowns for the rest of their core. That's what R99 is all about to these guys. They will cry sim repops, variance, etc just to get those PD loots... That is the bottom line...
