It's off East Freeport actually. To get to it first take off any enduring breath items you might have. You won't be able to zone if you are wearing EB items (P99 bug). Jump into the ocean and head east off the docks. Then all you have to do is swim down to the bottom of the ocean and keep swimming east. If you drown a couple times that just means you're doing it right, and keep trying.
