If you want to duo, the usual best options for a rogue would be someone who can snare and fear. I leveled a rogue a lot in BW around the giant fort with a necro and it was surprisingly great XP after 55, even though there were a lot of light blues... but I don't remember if I went up above 57 there or not.
You could duo indoors (seb probably) with a shaman. Even a 60 torpor shaman might like to duo with you if you explained how sure, he can solo all the stuff already, but you increase his DPS by so much that even if he is splitting loot with you he will still be as well or better off.
