I started this with Sloan a while ago. I can sum this up pretty easily - full Non-CSR/PnP in VP as this is the root of all our problems and doesn't effect class -R.

I hate to say it but it's probably the best idea. At least then one guild can't petition another when they fuck up and get rewarded for being bad.
