I have one on my ranger (perma mid-lvl crafting hunter), I really like it. Looks cool too heh.
And yes, don't bother with proc weapons until around lvl25 good advice. Should be lots of really cheap weapons floating around EC ~20-30pp, check the wiki on the weapons you see and you'll find the going prices there so you don't get ripped off. When you go dual wield, yeah I'd keep an eye out for that green jade, and they sell fast. You'd maybe need to EC forum post for it, hit and miss being in EC spam unless you camp it a few days.
