From what I have heard from leaders of some Class-R guilds, there are several current Class-R guilds that actually want to be in Class-C, however they are restricted by the rotation in terms of being able to gear up and get keyed for VP. Also, they are too afraid to break the rotation and be viewed as the other guilds that have tried to compete for Class-R mobs have been.

I think you're getting some bad information then. BDA has no real interest in Class C as it's currently constituted. Taken might want to eventually go that route since they're more like a class C guild with their push for FFA targets and DKP system, and I think Asgard has said that want to topple the world. I'd say that all the current class R guilds are happy with the current system.
