If you got someone to help you with the faction work I could see it doable at level 1.
All you need is faction and to loot the Child's Tear. Both of which can be bought.
I see Jygia is selling Shaman epic faction for 10k in the EC Forums. It takes about 2 hours.
The childs tear seems to sell for around 50k.
