Secrets have you talked to Kedra. He had a server (CoH 2.0) with a very similar rule set. He had a custom epic quest and the leveling was 1-50 but you could get 50 in a couple hours. One idea that you might want to consider is his mercy vendor. He had a "Quest NPC" that you could talk to after killing another player. You could show your victim mercy by selecting a level that you wanted to return them to. I thought it was a good idea anyway, it just makes it that much more hardcore when you return someone to level 2 after killing them when they are 50 haha
