As others said, the choice is iksar (regen) vs non-iksar (no regen, less XP needed). You really want to get to the ECom area if you're not an iksar (and possibly even then) due to the availability of buffs, items and people to play with (not as important for a necro).
ECom is excellent also for its orc camp groups which yeld belts and scalps that you can sell for 5-10p to fund getting some gear. I would recommend trying to get some 5/55 rings (250p/ea) once you've funded your spells as it'll increase both your survivability and the HP you have available to burn into mana after 8.
