Now you're getting the idea! The only reason we needed a rotation was to prevent GMs from intervening due to KSing and camping raid spawns. If there are clear rules about how long you have to engage, then you will be given a fair window to attempt a target uninterrupted before the target goes FFA.
I love the 1 hour idea. Guilds will end up camping the spawn like they did in classic to avoid blowing their protected window, and the guild that can take advantage after that window has passed will be rewarded.
