I'd love to split off a small crew and go after the enemy while the main raid force goes for the high priority targets. We'd be heavily outnumbered and it would be fun and challenging PVP.

Won't happen, and if it did they'd only send the good players to attack the enemy, you'd never see any of the "fun". With variance and target guarding everyone would have an opportunity to be attacked or attack. Also it's about spreading the fun throughout the week...The pops being restricted to a short period of time is still a problem in sim repops.
