CoS goes from 0.1 to 5s cast time. They just made a new item and let the old ones stay.
Donal's is nerfed twice to 30s then to 7.5min reuse on single target
The item upgrades you're talking about happened pretty quickly... BoC didn't get an aggro proc until Luclin though.
