People of the same race, or even family are "scientifically" different. How different is a matter of degree. I'm sure if you take means of a bunch of different gene expression amounts and associated phenotypes you'll get differences in any non-randomly selected population, not limited to but also including race. Some are even obvious, e.g. blue eye color.
The question is whether someone is different enough to be a different species. In MOST cases different species are just defined by whether they can reproduce and produce fertile offspring. But like anything in biology that definition is not so clean. In fact I remember some organisms that are technically biologically capable of producing fertile offspring, but because they are behaviorally active at different times, they never meet to reproduce with each other, and are considered different species as a result (by some? all? I forget.). I'm sure there are examples of the reverse also, where two organisms that can produce fertile offspring and do meet to reproduce are considered different species for one reason or another.
With all that said, it's a safe bet that anyone using such insignificant technicalities due to biology not neatly fitting into rigid human concepts to try and draw some qualitative difference between different groups of humans is probably racist. "Species" is a classification for scientific purposes, and all human races fit very squarely in the 'default' definition of being in the same species. In addition scientists are somehow able to get by without needing a technicality exception like the example I gave above to reclassify human races as different species, and still conduct their research. That means that if you can't, it's because you want there to be huge differences to justify your racism.
