Velious was the beginning of the laxing of the 51+ summon rule.
Several mobs in WW for example don't summon. The wolves shouldn't either even though they can be 47-53ish.

Nor the rhinos or mastadons... Named animals didn't summon either... I can't remember if the wyverns did or not....
