And I still haven't heard whether anyone even knows if the run speed change was intentional or not. It certainly was not listed specifically in the patch notes all though it did seem to indicates fixes in NPC pathing.

I think Haynar was hinting at it here. I'm not sure if they're intentionally running faster, but it seems to indicate it's something he's either tweaking or planning to tweak.

I have more tweaks in mind for AC. But currently working charm resists, chanter/shm/mage npc debuff ai, npc's charming pets, some pathing issues when target changes, a few mob speed tweaks, adding doors to los code checks.
