As for me , I had a Level 60 wizard back in the day on the Erolissi Marr where I moderated the VS/Trakanon rotation for a 6 month period where 20 guilds were in the rotation and for the most part the rotation ran very smoothly. Guilds would report to me when they down either raid mob the I would " Publicly " post on the main server boards.
Guilds back in the day had no secret agendas because they respected everyones' space be it Kunark Dragons or PoA/PoF/PoH ( Mind you we raced to hit the planes at 4-5 am ) .. . FTE did not exist for the simple fact that officers from various guilds vying for the same target discussed thier problems and came up with a mutual resolution to thier problems , minimum drama since we did not dismiss the opposing guilds .
I agree that the Class `` R `` rotation should be in the public domain where any up and coming guilds are able to view who has what and when so maybe an mutual agreement can be made between guilds regardless of who administers to the rotation where said administrator should always remain indifferent

The issue with making the rotation public is guilds that are FFA will be able to see who's up next and gauge whether they can easily poach them or not. It is one of the disadvantages to the smaller up and coming class R guilds. Hiding the rotation actually protects the struggling new guilds.
