It doesn't really generate any aggro, though, and the ratio isn't very good. It's certainly fine if you're upgrading from short sword*, but it's fairly easy to get even cheap non-proc weapons with reasonable ratios like dwarven axe or dragoon dirk.

Let me advocate PGT again. This is the way to go until level 20, and possibly even a little further. The proc makes a very noticeable difference in your survivability up until then, and you can even solo to 20 with it if the rest of your gear isn't terrible. On top of that, the proc is decent aggro with the added benefit if being AoE aggro that doesn't break CC or aggro nearby neutral mobs. It functions sort of like healing someone: you get aggro with everything currently fighting you, even thought he proc itself doesn't directly affect the mobs. I found myself occasionally using it even well into my 20s, because warriors are notoriously bad at holding more than one mob, but if people assist properly and don't use AoE spells recklessly, you can manage just fine with an early proc or two. Then it gradually becomes less useful as the absorb shield doesn't scale as fast as mob damage and you need more and more aggro generation to hold aggro from DPS classes. The shard's proc does generate more aggro on the one target you apply it to.
