Druid spells 19+ are all on vendors at Druid rings. There are some exceptions, like all animal based spells (charm, fear, invis, pet haste) - those are all on a vendor in Druid hometowns.
Here is the breakdown:
West Commons: 19-29 Druid self ports
Toxxulia: 29-49 Druid group ports/evacs
North Karana: 19-24 Druid General spells
Steamfont: 29-34 Druid General spells
Butcherblock: 39-44 Druid General spells
Lavastorm: 49 Druid General spells
So check the vendors at those rings for your spells. The 19 ones in particular are sold by the vendor at the North Karana Ring.
Some exceptions, as stated before, all animal related spells are on vendors in starting Druid guilds. The Kunark ports (DL, EJ, Skyfire) are sold by gypsies in North Karana... Think that's about it.
