Manastones were always nerfed (ie did not work) on the continents of Kunark and Velious.
They were also nerfed in the planes as well, shortly before Kunark came out. IIRC.
I remember the wizard who "soloed PoF" had to port out, manastone up, have a cleric CH him, then zone back in.
They never had a casting time though - or if they did not until well after PoP
