It forces people to play more. I don't know if the resistance has the crew right now to make a difference but with variance it is a race to see who can get 20 members on the quickest. If there is a smaller crew with a lot of players with high play times they may be able to pull it off every now and then, especially if the majority of them are already logged in.
It would also be nice because it would force more zone control in off hours for important zones. A lot of the important zones don't have level limits on who you can attack so tracking with an OOR won't be possible.
The downside is if all this possible competition doesn't end up happening and it just becomes a nuisance for the only people even interested in end game PvE.

You state those things like they are a given.
Variance means this or variance means that. Those that disagree with variance disagree with those truths pro-variance people take as a given, such as more PVP, smaller crews can compete, poopsocking wont be possible, etc.
The only comparisons we can make are where we've actually seen variance implemented, on blue. Would it be different on a PVP server? Of course. But in the one single place we've seen it done, the entire server fought against it because of how horrible it was (until they got rid of it) and many of the reasons it sucked there would apply to red as well.
