I took a venture from Oasis to HPH seeking orcs to get faction and transition to HHK. Zone had 2 people in it, orcs fully spawned. Guess I won't be doing HHK without the faction to enter either.
Edit: Went back to oasis, and its crowded with people. Go figure.

If you're able to solo at all, sometimes you can wait for when the orcs run from their spawn point into the guards (it's hilariously stupid and they do it every so often) and just get one orc at a time. Or you can buy orc scalps off of people and just get your faction to dubious, and use an invis trick or something (scalp turnins give you hella good faction). You can also kill gnolls, again if you're able to solo.
