Elemental procs have a much lower aggro modifier then magical based (Stuns, slows, debuffs etc) so you would really only pull aggro if you're grouped with a worthless warrior that doesn't use Lariats or Shards. I can't speak from experience, since I haven't used / got a BR yet, but, that's just what I would assume /shrug.
