Basically to be frank, I, nor anybody has to know the exact details of whatever deal because the situation's end result is right back at poopsocking after the rotation meets its untimely demise and then it goes to first to have 15 in the zone and then guilds realize they can game that rule by camping people in the zone and they start doing it earlier and earlier until you end up back at the same exact situation that happened over the summer.
