I did this quest not so long ago. You want the camp with two igloos that sits at the south west edge of the tundra. The casters are fairly common, it seems they spawn almost every other round.

I believe that's where I am now. Same coordinates as the quest showing in p1999 WIKI at -965, -1555. Killed 12 so far but only Scouts and Divers. Not one Caster yet
