When you try to lull (or calm, pacify, etc) a mob, several things are checked:
- difference in level between you and the mob
- the mob's MR
- your CHA
We don't know the exact formula, but these all influence the mob's likelihood of resisting the spell. If the game determines that the lull will be resisted, it makes a second calculation to determine if it will be a "critical resist" (where the spell is resisted, and the mob aggros the caster). So, sometimes you get a resist and nothing happens, and sometimes the mob reacts angrily.
In my experience, level affects this a lot. Charisma has an effect, but you need a lot for it to be noticeable. Enchanters generally place a high priority on CHA; Clerics and other classes, much less so (but some Clerics still carry a set of +CHA gear for lulling).
