How the fuck do you figure that? I'll wager that EQ was
supposed to be something far, far different than the "race to mobs" inter-guild competition that developed on Live, and was perfected to horrifying heights on P99.
I personally agree with you that being effectively barred from a zone before the boss spawns is terribly un-classic and feels ridiculous. But it's an integral part of the best plan that could be agreed upon in an effort to undo the absolute shitshow that minds like yours made out of an otherwise beautiful game.
