Didn't one of the EQ devs at one time say that the one in EK was on Tarbul's spawn table for a short time? Can't remember where I read that, but if he does spawn in EK on P99, that'd be the first place I'd check if I was so inclined.
Unless Nilbog wants to wreck the JBoots economy and tell everyone how to spawn him in EK and SK.
