The combine didn't work on live either to start with.
Remember trying all those combines out with the elemental shield scrolls (both low and high lvl one)
Neither did Minor Summoning Fire, as Halas Heater wasn't in game to start with
But, as Uthgaard put it, noone really cared cause they could buy the spells from vendors
But at some point they fixed it. One of those fixes that noone really remember cause it didn't mean anything to most players.
